PayPal is not working properly. What could be there?

When you buy a product, there is a short reaction, then nothing happens.

You probably took the code out of the sandbox in Paypal. Make sure you're using the code from the live version.
Log in to PayPal and select "Live" (as visible in the image). Copy the code and paste it in -> OFFICE -> Settings -> Online Shop -> Payments -> Paypal Client ID.
